The Institute was established during August, 2000 by the Orissa State Electronics Development Corporation Ltd. (A Government of Orissa Enterprise) under Information Technology Department of Government of Orissa.

It started with seed capital in terms of land, building and other infrastructure and funds provided by its promoter OSEDC Ltd. for setting up the Institute

It has been mandated to run it as a self-sustaining institution since inception. It is not in receipt of any Government grants for its operation.

By virtue of the decision taken by the State Cabinet, this Institute has been transferred to Industries Department since February 2006 to operate as a Constituent College of Biju Patnaik University of Technology (BPUT) on a self-sustaining model.
